Illinois approves moratorium on cannabis transporter licenses
On January 21, Illinois Sen. Ram Villivalam filed with the House of Representatives Clerk’s Office an amendment to the Cannabis Regulation and Tax Act that provides a moratorium for new cannabis transporting licenses for three years.
The original introduced synopsis stated, “from January 1, 2023 through January 1, 2028, the Department of Agriculture shall not issue any new transporting licenses.”
February 8, Senate Committee Amendment #1 was added to adjust the length of the moratorium.
The amendment provided “that from January 1, 2023 through January 1, 2025 (rather than January 1, 2028), the Department of Agriculture shall not issue any new transporting licenses.”
The original amendment also provided “that entities awarded a cannabis transporting license may defer paying the associated license fee for a period of no more than 2 years.”
Co-sponsor Sen. Napoleon Harris was added on February 9, and the committee adopted the amendment later that day.
On February 10, the amendment was scheduled for its second reading on February 15.
